  1. Add the minced chicken to a large bowl along with garlic powder, onion powder, paprika, salt, pepper, and cornstarch. Mix thoroughly until the seasonings are evenly distributed and the mixture becomes slightly sticky.
  2. Line a tray or baking sheet with parchment paper. Scoop portions of the chicken mixture and shape them into nugget-sized pieces. Arrange them on the tray and freeze for about 30 minutes, or until firm enough to handle easily.
  3. While the nuggets chill, prepare the batter. In a bowl, combine the all-purpose flour, cornstarch, garlic powder, onion powder, salt, and pepper. Reserve a few spoonful of this dry mixture in a separate bowl for dredging.
